Are you comparing sites at the same altitude?? as you are probably aware parts of dunedin rise to 250-300m asl and receive quite regular snow. Snow in Central Dunedin is much less common infact in many years snow doesnt even fall in suburbs below 100m.

Re sunshine, there is no convincing evidence to separate Nelson and Blenheim (or Motueka for that matter). For the years of common records for Nelson and Blenheim (1930-present) Blenheim has a tiny lead overall. Both places have had changes of site and/or changes of exposure at a site, which makes assessment even more difficult.
